It seems different pizza stores have their own sizes standards, for some stores 14" is for large, other stores may have 15" or 16". Should the size be standardized.

I think it's all depending on the company really. The standard is usually 14 inches but, Some companies opt for a larger size which is useful in marketing. They are attempting to compete with some of the larger companies with a bigger/better product so to speak. I think the size should be standardized only based on each companies desires.
